Double Spying Nodes

Peter Toss argued that the way merchants can be relatively sure that a double span doesn't happen with an unconfirmed transaction is monitoring the network. His argument was that it's bad for privacy, arguably. And two, it's requiring resources from nodes on the network because these spying nodes or whatever you want to call them have to get blocks and transactions from different nodes on network. So they're sort of wasting resources. But then those practices don't seem to be happening at a scale that's problematic... As far as I know.
