The DNI's Assessment of Recidivism Among Former Guantanamo Detainees

The claim that there is 30% recidivism rate among former Guantanamo detainees is misleading. The vast majority of those, 115 of 125, were transferred during the President Bush administration before today's processes were put in place. And I'd like to say a word about the Taliban in Afghanistan. If I recall correctly, the negotiations with the Taliban for the final withdrawal of American troops began under the previous administration. It was President Trump who was negotiating with the Taliban and reached an agreement which would protect the Americans and forces left in Afghanistan until a certain date. So that I hope will clear up the record in that regard.
