Substitution was not necessarily sanction driven, but that was very much accelerated by the two thousand 14 sanction. The bottom line of s having analyzed im for substitution for the past five years, it largely failed. We can talk that some low tech items was possible to substitute, but anything of high tech, advanced equipment is still there.
