The US Was Innocent, It Was Unjustly Attacked

The attack was like against innocence in both senses, right? People in the World Trade Center who were normal people going back their daily lives. So the US was certainly innocent. But I'm not sure it ever appropriated or spoke in the language of victimhood in a certain way.
