How to Generate New Vowels
One way to generate new vowels is just have some consonant sounds disappear. H, W and Y the ha, yah, the semi vowels are much hated through time and sometimes they disappear. That would be a good way to actually go from fewer vowels to more vowels because you could have the accent once the accent shifts those values might become phonemic.
