Do the Justices Really Want to Read the Statutes?

Petitioners pivot quickly under some pressure from a couple of the justices. They make argument that even if state legislatures did that, there is an obstacle in that they haven't provided an intelligible principle. The fallback would essentially require state constitutions and state Supreme courts to be straight-jacketed as well.
