Dostoevsky in crime and punishment is telling you that if you try to take the burden of all this upon yourself, it's going to crush you. But Zarathustra isn't talking about finding personal solace in exertion of the will through invalidating your values. He's talking about like the first man of many who are going to totally reorder society. And I think Nietzsche knows this because in the twilight of the idols he has a passage about the sub-terrains. They're not exactly the same one to one but I think they were inspired by it.
