"I want to challenge the view that it makes sense for public policy to systematically try to eliminate drug use or substantially target all drug use," he says. "The argument, the position is simply many people seem to think that they benefit from using drugs." He argues there's not a shred of evidence suggesting prohibition has some effect, maybe 10% but very modest.
