New York City was getting surges of unclaimed COVID bodies and had no place to put them. So prisoners from Rikers Island were sent to bury the dead on Heart Island. Prisoners have been supplying cheap basically free labor to Heart Island for over 150 years. In 1998, a woman named Mel Hunt published a book of photographs featuring burials on heart island.
