The Problem With Dark Matter
MOND doesn't account for the motion of galaxy clusters, or any other problem that dark matter seems to raise. It's not going to explain gravity and doesn't purport to completely silent on that. Only a theoretical physicist could get away with that kind of thing. We're just going to tell you what happens next, perhaps in some situations. But not why exactly.
