Is There a Workaround to the Buy Administration?

There are various proposed workarounds to the buy administration, right? One kind of famous one is to issue a trillion dollar coin. Then there are solutions involving issuing certain types of very, very high interest bonds that would create extra money. If push came to shove, I think the White House would say we're going to do something instead of nothing.
