Will Power in the Face of Higher Energy Prices?

On both the governmental side and the market side, there's a large question of will and will power. Will government be willing to rach it down the omissions, actions that are required to ratchit down? Or will they simply say, well, that project is the one dollar credit project,. That really doesn't do anything but perhaps embellish someone's public relations materials? i think we do have that that large question ofWill power going forward.
