Lula has been president before. He served a full two terms. How successful was he? I know that commodity prices and Brazil does sell plenty of commodities on international markets. Those prices were very high. Did that just basically make it easy for him? Allowed him to redistribute oil profits? Is that just what his policy making amounted to? It wasn't just oil. In some sense, it's the most dramatic element of the Brazilian story. The oil was as it was the icing on the cake. What Lula really is is a pioneer and his administrations are pioneers of comprehensive social policy. Such that this time around Brazilian growth actually did benefit the majority of the population.
