Lula has been president before. He served a full two terms. How successful was he? I know that commodity prices and Brazil does sell plenty of commodities on international markets. Those prices were very high. Did that just basically make it easy for him? Allowed him to redistribute oil profits? Is that just what his policy making amounted to? It wasn't just oil.
