The Importance of Downloads in a Package Manager

I remember talking with Evan Shabliki in the early days of Elms package manager story about this question of downloads because yeah I agree like a lot of people and I certainly do this on great. So it's not like there's one universal metric for that and the downloads thing Evan made a really good point which is that at least in Elms case it's designed so that it's pretty easy to set up caching on your server. It's like well here's the thing if you got CI servers and they run all the time and you don't configure your cache that really inflates your download numbers for that package compared to somebody who's using a package that did correctly configure their cache.
