In healthy organizations, there is this concept of risk taking in bets and understanding to what a bet means. A negative outcome from a promotion is usually someone has to be exited from the business. But a positive outcome from that promotion is a stick and they continue to move up. In unhealthy orgs, it's typically a binary. People moving to new roles are bets. So a person moving from tech lead to CTO of a 200 person organization is a massive, massive bet.
