Paul's Plan of Salvation Depends on God's Mercy

God's big plan of salvation depends not on human will or exertion, but on God who has mercy. Some would hear this as saying God tells Moses, I will have mercy on whom I have mercy. This is also the language that is used like I cause it to rain on the just and the unjust. Paul will bring up the opposite way that he works to bring about his plan of salvation.
