The History of Sparta

Sparta developed into a slave-holding state like no other Greek polis. The land in the Eorodus and Pumissus valleys had become public land in the form of Cleroy, assigned to around 9,000 Spartans in equal plots of land. Each Cleros was assigned a requisite number of Hellots, though they belonged to the Polis as a whole, not an individual master. A Spartan had no power to grant freedom to the Hellot who worked as Lot, nor could he sell him to another Spartan. Only the state had the power to reassign or to emancipate.
