New developments often get a lot of things right in terms of sustainable drainage systems. But i guess the trouble is what, what you do with the rest of the city that's already built out? And it seems to be there's less of a mechanism for actually retrofeting adaptation measures on a because if you have a new development, there's a developer with a lot of money who you can tell them you need to put in these measures and they'll hopefully pay for it.
