Is it the general belief that if we create, wer creating really clever computers, they will become smarter than us? Is there another step required for these machines to then have a like like will, not an free will, but like desire. And so this is one of the concerns, that you could end up making a machine that wants to consume resources and has some general level of intelligence about how to go acquiring those resources.
