Nipa is a law that says you have to accurately document what the impact of on the environment will be. The case law is like slightly more complicated than that, but you're 95% correct there to say yes. It does not matter if you harm the environment. But you could literally propose, I want to pave over the Everglades. And as long as you accurately and completely document it, then it's going to be okay. You can pass your review. We're not even actually protecting the environment except by accident.
