The Self-Propagating Wave
The speed of light only applies to electromagnetic waves traveling in a vacuum. In any material substance, the actual speed that these electromagnetic waves travel will be less than that. But the electromagnetic fields can still propagate through most substances. There's no particular intrinsic limit to the wavelength that a photon can have. It could be really as small as you like, or as big as the whole universe.
