Is the Welfare State Still a Piece of the Story?
There is definitely a part of this narrative, as we see it discussed, that has to do with the welfare system and the welfare state. We didn't really get the trappings of European style social welfare state until the 1960s. And if you ask any of our friends in Europe or Canada or Australia and New Zealand elsewhere, they'll say that the United States social welfare guarantee is very stingy. It's possible for even relatively small incentives to have big consequences.
