Is Three Waters the Answer to the Question?

Brian Kidogan is the new councillor for Clutha district in Dunedin. He says he's concerned about stormwater flooding and water infrastructure. The council has done a 'piss-poor job' on its wastewater treatment plant, he says. But there are no plans to transfer control of three waters away from residents or businesses.
