The Reluctance of China to Cancel Debt
The terms of the deals were made very clear when these countries negotiated contracts with the Chinese that these loans were not charity, they were going to be paid back. So there's a cultural aspect to it. Then we've talked to other people who have said that the systems within the China Exynbank and the China Development Bank were never designed to cancel debt. And part of the reluctance is that those internal reforms require a lot of stakeholder engagement.
