North Korea's Nuclearization Talks - Is That Door Fully Shut?

North Korea's leader Kim Jong-un gave a speech on the state of its nuclear program. He said he was not interested in d nuclearsation, but wanted to oversee an increase in north karea's capabilities. This would be unwelcome news for south care and the united states who have been trying to get North Korea to negotiate over their nukes.
