Goofy flat out says he doesn't really have friends. He never needed them. And that means that he's largely keeping his own counsel and doing his best based on his parental learning. His only friend is it has through work, which is Pete who already said sucks. The one thing that Goofy's afraid of more than anything else is Pete losing Max.
