The Role of the Executive Branch in Cognitive Warfare

John Avlon: It's virtually impossible in my mind to talk about, say, Russian or other kind of malign foreign actors in the US without touching every polarizing issue out there. The point of an adversary campaign is to hit those polarizing issues to cause chaos and so higher levels of polarization in liberal markets like the U.S., he says. Avlon: A lot of what happens in the cognitive warfare space domestically has been transferred over to the social media companies. But at the end of the day, the ethical responsibility for the executive branch is to do something that maintains the legitimacy and keeps us secure within the kind of US context.
