Kyrgyzstan and Tajikistan are almost on an annual basis these days entering into short sharp military conflicts with each other. The fact that CSTR hasn't been able to interfere into those conflicts tells a lot about what was the reason behind creating CSTR in the first place, says Krasnoselsky.
