From the year 2000 onward, you see the United States, Japan, and the EU losing relative market share. They're not willing to subsidize it at the levels that you saw in China, Taiwan, and Korea. For China, they encouraged the formation of these capabilities through funding for their education system. The other thing China did well is it drew in ethnic Chinese diaspora.
