What's the Point of a Three Player Game?

In a three player game, you're the chairman and the shipper. You are trying to do trade with India. And then after that, there's more stuff. Then there's a parliament phase where we pass laws. This is sort of like TI four where you have like the politics phase after all the business on the board.
