Is It an Idiom for Wickedness?

I don't know if I'm if you're familiar with Marvin Perkins. He's a black member of the church. And so every time he said it, I just kept asking, what does that say about people when black skin is an idiom for wickedness? Why is that the correlation? What does that says about people who have that?
