The History of Popular Monetary Sovereignty in the United States
When the U.S. was founded, framers went with a version of monetary sovereignty that had developed in the Middle Ages and early 18th century. The 9th Amendment gives the people all the rights not given to the federal government. CBDC is going to see at least some extent a movement from banking sector to state-backed money creation.
