Is There a Difference Between Open Scat and Open Sad?
Open sad lets you write code that generates boundary representations and manipulates those boundaries. Can't you do it programmatically in both styles? Probably. Open s cad can do just fine. But describing a shape implicitly is something that implicit surfaces do pretty well. There are other things that are supposed to be good about implicit surface style representations, like i've used open s cat a lot.
