Make America great again is what advertisers would call like glittering generalities. It's not really saying anything, but branding slogans are important because that's how you're distinguishing yourself from the competition. So in that case, it is a branding slogan to differentiate a politician from other politicians. But it's no different than have it your way from Burger King or the ultimate driving machine from BMW.
