Geopolitics - Security Implications of Emerging Techniques

Yanosh: There could be several implications for geo political security. Who is actually involved in the decision making process of whether to use this technique or not? Does it involve climate vulnerable countries? And then what we understand right now from the models, there likely would be global winners and losers. How do we calibrate kind of an a inequity in terms of our thinking about geo politics? We are looking to the u.N.
