In a war like afghanistan, ultimately the outcome is decided by the opinion of the people. In any insurgency, the people decide who they're going to support and you need to convince them that's the direction they want to go. The first reaction of the insurgent or the counter terrorist is to lash out at the insurgents or the terrorist and go kill im. That feels good, to be honest.
