Penrose's Argument for a Quantum Computer

In his book, Penrose tries to come up with something to make it more plausible that the brain could be working off of quantum effects. Now, this wouldn't be to show it's a quantum computer, because quantum computers are exactly equivalent to Turing machines other than a slight difference in the class of what algorithms, the shores algorithm can run. So he is trying to say there's going to be some interesting effect that we're going to find in future physics. And really, it's not a theory. Like it's not by any stretch of the imagination, a scientific theory today.
