In the middle east and in northern africa, cheating on exams is rampant. In order to dress this, governments thought that it was a good idea to inflict country wide internet blackouts. Did they actually work? Itdoesn't seem like they do. People seem to find a way around them. I assume their huge economic cost to a nation wide infinite blackout.
