The Atlanta Police Department is decentralizing. That's the word they're using. It's narcotics unit, which means it's winding down. How interesting. I wonder how long before politicians start to claim that they have won the war on drugs by pointing to things like that. Well, I'd be happy enough if they just did that. If that would be what it took to call an end to the foolish war on drugs, we have a chapter on this in our upcoming book.
