By around the fifth century b c, a couple of southern states had begun to implement these military changes that would propel them to power. There is a shift to more iron weapons, which allow an army of a much greater population. But most combat is still going to be bows and spears. Crossbows come in. How much of a revolution that is is up for debate. And when you start bringing together large numbers of infantry their volume of fire and their accuracy is going to be much greater than some aristocrat riding on a chariot trying to shoot arrows while this chariot is in motion.
