The Problem Isn't Tora
The weak in Rome are trying to bring tora into a jewish identity. The strong, they know that discipleship to jesus can take a variety of forms. Their uninformed way of being christian is actually resulting in the degradation of community dynamics. They're using tora within the cosmic space of the flesh - another name for adam.
