If you look for evidence of Chinese military or security meddling in the region, there's not that much. The Pentagon and Southcom are extraordinarily unconcerned about China. What China does is more focused on improving its reputation in Latin America. And I think that speaks to China's broader goal,. which is to strengthen its foothold...to really make itself the preferred partner in Latin American.
