Defence Policy Strategy Statement says New Zealand should be open to multilateral agreements like a tier two status with the Orcus Agreement. The impacts of climate change and the rise of China are set to dramatically change the geo-political environment in the Pacific. That is the conclusion of the Defence Policy Strategy Statement which was released on Friday as part of the Government's ongoing Defence Review.
