The Gulf's Greater Investment in the Levant, North Africa Will Lead to the Erosion of Social Support Programs

The Gulf has very large social support programs and the fact is the rest of the Middle East has a tradition of very largesocial support programs. What does that mean in some of these populous countries if there's perceived to be a very small elite that benefits tremendously, a large number of people who don't benefit? I would worry that as we move toward more of this orthodoxy and try to get away from the failed Arab socialist experiments that hang on from the 60s that we don't have modern social safety net which makes people feel they're all part of a single society. To me that's not a reason not to introduce economic reform but it's a reason to ensure that there's seriousness about strengthening
