Farming and what the government calls its levelling up agenda could overlap. Are the right incentives in place to get people thinking about, say, even leaving the urban areas and moving out to the rural areas to take up a career in agriculture? We've opened a voluntary exit scheme where we will pay farmers a multiplier of ther annual b p s payment,. In return for surrendering their entitlements and either renting out or selling their land. I see no reason why we couldn't have more such ontrpenarial people deciding to to come back and turn their hands farming. But at the moment th they can't, because they can't get access to land.
