The Utility of Vagueness in the NSS
Some scholars say that vagueness contributes to like decades of imprecision and lack of effective communication. But when you think about the functionality of something like a buzzword or like the NSS, one of the main purposes of it is to allow all of the subordinates to figure out where they fit in it. And if your term is too precise or your strategy is too narrow, then there may be some actors who are left out. So I mean, this just goes to one of the kind of core findings about jargon, buzzwords, documents, everything is that it's a balance of trade-offs.
