It wasn't until the fourth century with a guston of hippo and some of the church councils that the those decisions were finally made definitively. The other thing that got confusing for people is that in a manuscript in a book, you'd have some non biblical books included along with biblical books so like there's something called the shepherd or hermess,. So there were good books about living a good Christian life but they weren't inspired. It was a messy process through the fourth century but then it was regularized and standardized.
