Does Cottonville Need City Bike?

The city is subsidizing expansion of its bike share program. But does it make sense to do so? Is there a density threshold or something at the outer edge of the system where it stops getting used very much? I don't know, but let's ask it that way, instead of just saying "city bike for all," i think you need to look at those things in detail.
