Saddam's jails were a terrible tactic, something by the way that Mubarak did right before his regime collapsed. It's like saying, okay, I'm going to prove how much you really need me. You needed a diplomatic process in some form of appeasement of Iran in order to stabilize Iraq. And every move we would do that.
