Soho's Struggle for Higher Wages

Ota koru oto was a comparative moderate by the standards of sohi. When he took command of the union in 19 53, it was by ousting a union boss who wanted to openly allin soho with the policies of the soviet union. He pioneered two central tactics that propelled the union to new heights of relevancy. First was the so called shunto, or spring offensive, where soho's member unions would go on simultaneous strikes for higher wages every spring. Second tactic was shokba toso, or work place struggle, which essentially involved seizing physical control of a work place during a strike and force management to listen.
